Whenever one sees suspicious items or behavior on any MTA bus or train (including to report tagging or report information on taggers) they can contact the Transit Service Bureau of the L.A. County Sheriff's office (contracted to police MTA services) 24 hours a day via its public access phone number: (323) 563-5000 or (888) 950-7233.
