Statement to February 16, 2010 Metro Sector Governance Council Meet & Confer Meeting

(Delivered by Executive Secretary Dana Gabbard as part of his public comment.)

On behalf of our members I wish to present the following concerns for the Sector Governance Councils and Metro’s management/operations staff to consider:

  • Councils should explore the re-evaluating of Metro’s contracting of service, including the current bundling of lines; also, statistics regarding customer complaints about contracted services need to be made available to aid cost/benefit comparisons with Metro’s services operated by United Transportation Union represented employees.
  • There need to be more Transportation Operations Supervisors on the streets to assist in improving service delivery; also, supervisors should go back to dressing in white shirts with badge numbers and black pants to cultivate an on-street image instead of appearing deskbound.
  • As a pilot one of the Sectors should pursue real-time detour notification using a system similar to the one used by BART, which broadcasts via text messages and e-mail. These can be targeted to relevant passengers versus a system-wide Twitter account.
  • Inquire as to practices for posting notices of major detours at bus stops to mitigate impact on passengers. Also dialogue with jurisdictions regarding condition and location of stop amenities (shelters, benches).
  • Councils should request monthly line reports showing on time performance for each day part as reported by ATMS, with the top 2% unreliable trips broken out and identified. Also a calculation of crowded time periods should be included and made available to the public.
  • Monitor the improvement and upgrading of maintenance facilities so the fleet leaves yards clean and on-time
  • Reduce excess deadheading caused by having lines run out of divisions selected according to the Sector that oversaw it.
  • Bus Operations Center dispatchers should be dedicated geographically not system-wide in duties to enhance their familiarity with the routes they oversee and improve service reliability.
  • Consider the need for facilities at major transit nodes (for example Artesia Transit Center) plus having relief available for Operators at layover and short-turn locations.
